In our opinion, the Sapphire/Steel starter deck is the better of the two for a few reasons

When exerted in this way, the card provides 1 ink which can be used to cast cards from your hand

Its the number of ink that needs to be used (effects/abilities aside) to summon the glimmer into play

This is a really interesting card design that massively scales in power level when more tools are available, and could pave the way for more diverse MTG cards in the future
